Heating lights are not required. All you need is a heating pad that will cover not more than a third of the floor of your cage. A thermometer is a good thing to get. The best temperature is not hotter than between 27 and 28 degrees Celsius and not cooler than between 22 and 24 degrees Celsius.
Corn snakes only eat rodents. Feed them pinkies (baby mice without hair). Get them onto fuzzes as soon as possible and, a bit later, onto small mice. Always keep the food size rule in mind.
Newspaper is the easiest to use. As long as it stays dry and clean. Other substrates from pet shops are acceptable. Replace about once a month. Carpets can also be used, but they need to be washed once a week and dried in the sun so that bacteria can be killed. Please do not use corncobs, sawdust, or sand.
